
Matthew Holgate
Matt is part of HMRC’s People Analytics and Insight (PAI) directorate as Head of Engagement and Communications – in practical terms, this means working alongside our internal stakeholders to ensure they are being as successful as possible using people insight and changing the culture of CPO to be insight-led. He joined PAI in Sept 2020, initially leading a mixed team of Statisticians and Social Researchers who deliver 100 projects a year as requested by our internal customers in HR and the wider organisation across a wide range of subject matter (workforce planning, employee engagement, EDI amongst others) and methodologies (including surveys, qualitative analysis and predictive analytics).
Prior to HMRC, Matt spent 17 years working in Data Science at Experian, primarily in the consumer insight space, developing detailed geodemographic models to help companies understand their best customers, and how to reach more of them. This included leading the team which develops the Mosaic geodemographic segmentation for a number of global markets, covering approx. 3bn consumers in total.
